FFMIA Guidance on In-Person Attendance

As the COVID 19 pandemic begins to wane, the FFMIA is exploring options on how to safely return to in-person training and meetings for the membership.  Please know that FFMIA is committed to providing a safe environment for all and will continue to follow guidance issued by the Centers for Disease Control (CDC) along with state and local mandates/guidance. FFMIA staff will follow all local requirements which may include, but not be limited to social distancing, restricting attendance numbers based on available space, providing sanitizer stations as needed and require the wearing of facial coverings (masks) where required by local government, or private venue.   Please see the guidance document below for more details.

    Florida Administrative Code 61G - 4 hr.

    Instructor: Steve Kowkabany, Vertex Engineering

    (4 Contact hours approved for Fire Code Administrator and Fire Safety Inspector)

    This course will teach attendees the thresholds at which signed/sealed engineering documents are required at the master permit level of building permitting for a wide variety of commonly encountered fire protection systems such as fire sprinkler systems, fire alarm systems, smoke control systems, clean agent systems, special hazard systems, etc. Once the thresholds for a design professional are explained, then attendees will learn through an interactive session the specific informational requirements that must be present in the engineering documentation received at the master permit stage in accordance with the Florida Administrative Code section 61G15-32.

    NFPA 1 Chapter 18: Fire Department Access and Water Supply - 3 hr.

    This course covers the application of NFPA 1 Chapter 18. Discussions will be had on fire flow requirements, fire hydrants, access, and many other elements of Chapter 18.

    Instructor Steve Kowkabany P.E.

    Steve Kowkabany is the founder and president of Neptune Fire Protection Engineering in Atlantic Beach, Florida, which he founded in June of 2005. Mr. Kowkabany has been a practicing engineer for over 20 years. Mr. Kowkabany began his career as a project engineer and process system designer in the pulp & paper, power generation, and photographic film manufacturing sectors. He transitioned into the field of fire protection after working closely with a variety of industrial fire protection systems in a manufacturing environment. In addition to his extensive experience in heavy industrial and petrochemical fire protection, Mr. Kowkabany has extensive experience in the arenas of residential and commercial fire protection and has designed fire protection systems for over 500 facilities and has provided expert witness and third-party review services for a wide variety of projects. Mr. Kowkabany is a licensed fire protection engineer in the states of Alabama, Colorado, Florida, Georgia, Louisiana, Maryland, North Carolina, and South Carolina.

    Outside of his corporate efforts, Mr. Kowkabany is passionate about advancing the field of fire protection and civic involvement. He serves as the vice-chairman of the board of the Florida Engineering Management Corporation and was recently appointed to the Florida Fire Code Advisory Council. He also currently serves as the founder and president of the Northeast Florida Chapter of the Society of Fire Protection Engineers, as well as serving on the board of directors of the National Fire Sprinkler Association Florida Region.

    Director, Building and Fire Safety Department, City of Altamonte Springs

    Anthony Apfelbeck has served with the City of Altamonte Springs since 2000 following a 10-year career as Fire Marshal with the City of Oviedo. He began his fire service career as a volunteer firefighter in 1985 before becoming a Fire Inspector with Volusia County. He is currently the Director of the Building and Fire Safety Department, which oversees new construction plans review, building inspections, fire inspections, fire/arson investigations, code enforcement activities and special projects.

    Director Apfelbeck is currently a member of the National Fire Protection Association (NFPA) 1 Fire Code, NFPA 1037 Professional Qualification Technical Committees, and the Underwriters Laboratories Fire Council. He previously served as Chair of the Florida Fire Code Advisory Council, board member of the Florida Fire Marshals and Inspectors Association, Legislative Chair of the Florida Fire Marshals and Inspectors Association, board member of the International Association of Fire Chiefs Fire/Life Safety Section, member of the NFPA Southern Regional Fire Code Development Committee, member of the ICC Fire Code Action Committee, ICC Fire Safety Committee and the Florida Building Commission Fire TAC.

    An Orientation to and Update on FireTRAQ

    The Florida State Fire Marshal’s Office is pleased to offer an orientation class introducing the new FireTRAQ computer program, designed to streamline incident reporting, inspection tracking, and data management for fire service professionals across the state. This session will provide a comprehensive overview of FireTRAQ’s features, user interface, and integration capabilities, ensuring attendees are equipped to navigate the system confidently and efficiently. Participants will receive hands-on guidance, learn best practices for data entry and retrieval, and have the opportunity to ask questions directly to program specialists. Whether you're a seasoned fire inspector or new to digital reporting, this orientation will help you make the most of FireTRAQ’s powerful tools. This class will also discuss updates to the system since its initial rollout in 2025.

    Risk, Resources, Results: NFPA 1730 and the Blueprint for Bureau Effectiveness - 3 hrs.

    (3 Contact hours for Fire Code Administrator, Fire Safety Inspector, and Instructor)

    This 3-hour training equips fire inspectors, code administrators, and prevention personnel with a practical understanding of NFPA 1730. Participants will learn how to evaluate bureau staffing needs, measure workload, and integrate community risk reduction (CRR) initiatives into daily operations. Using real bureau staff-hour data, attendees will assess current workloads, identify gaps, and apply NFPA 1730 methodologies to enhance organizational effectiveness.

    Insurance Services Office: Public Protection Classification - 4 hr.

    Instructor: ISO Community Hazard Mitigation Manager Kyle Biles

    This Course will be taught by ISO Senior Field Representative and provide participants with the ability to improve their overall ISO rating. A general overview of the entire fire suppression rating schedule will be given to assist with improving the community grade. The class will focus a portion of the time on the Community Risk Reduction portion of the overall grading schedule. The class will allow participants to learn and enact polices with fire prevention, code enforcement, public education, and fire investigations to improve their community. Class will provide information on the critical importance of community risk programs and how the impact can increase their benefit to the community.

    INSTRUCTOR:

    Kyle Biles, Senior Field Representative, started with ISO in 2006. Prior to that, he worked in the insurance industry for 10 years as a claims adjuster. He also has a background in construction. During his time with ISO, Kyle has graded many communities all over the country. He routinely conducts alternative water gradings and evaluates complex fire protection situations. He has also been involved with the development and training of the field staff’s conversion from paper mapping to GIS, conducted PPC training classes to departments, and acts as a point of contact for many departments. As a Senior Field Representative, Kyle has also trained and mentored a substantial portion of the field staff from many parts of the country.

    ASFL Fireworks Compliance Basic Training

    Instructor: Jerry Wingard ASFL Director of Standards and Compliance

    (4 Contact hours approved for Fire Code Administrator and Fire Safety Inspector)

    This class reviews the many aspects of fireworks regulation including local, state, and federal codes and enforcement. The class covers an overview of testing and testing requirements. Also, discussion of burn injuries and investigations and method for organized review. Finally, the class will conclude with the identification of consumer packaging, suspicious packing, and shipping carton marking requirements.

    Instructor: Jerry Wingard: American Fireworks Standards Laboratory

    Jerry Wingard has an extensive background in law enforcement and explosive materials. He currently serves as the American Fireworks Standards Laboratory’s (AFSL) Director of Standards and Compliance. Jerry retired from service with the State of South Carolina in 2010, with thirty-three years of service. While with the State of South Carolina, he served as Administrator for the South Carolina Board of Pyrotechnic Safety and Explosives Enforcement Section with the South Carolina Division of Fire and Life Safety.

    Jerry has forty-five years of experience, ranging from testing consumer fireworks for the Consumer Product Safety Commission, to regulating the sales, use, and storage of explosives in South Carolina. During this time, he also investigated explosive accidents, sales of illegal explosives, and complaints pertaining to explosives. Jerry was also a South Carolina Commissioned Class I Law Enforcement Agent and certified Deputy Fire Marshal. He assisted ATF, CPSC, DOT, and FBI with issues and investigations regarding explosives in South Carolina. Jerry served as a Fire Service Representative on the AFSL Standards Committee until 2010. Jerry works with the AFSL Testing Program, AFSL Standards Committee, various service providers, and leads AFSL’s investigative activity pertaining to fireworks fatalities and injuries. He also is a member of the NFPA Technical Committee on Pyrotechnics and APA’s Code Committee and was a member of the International Association of Bomb Technicians and Investigators.

    SPEARS FlameGuard CPVC Inspector Training - 4 hr.

    Instructor: Kevin Dellinger, Technical Service Representative, Spears Manufacturing

    This program will cover all aspects of CPVC systems for light hazard applications.  We will discuss different procedures for installation based whether they are a 13, 13D or 13R classification.  We will look at proper design, installation, approved products as well as other considerations for plan review and inspections of these systems.  There will be a review at the end of the power point presentation and a hands-on training on assembling CPVC correctly using the proper procedures.  There will all be an open forum for questions and answers throughout the program.

    The class has been approved for four (4) hours of CEUs for Fire Code Administrator, and Fire Safety Inspector I&II.

    Kevin Dellinger

    Kevin Dellinger is a Field Technical Representative for SPEARS Manufacturing the producer of the FlameGuard CPVC. His role is to assist engineers with design, train contractors on proper installation and to train fire inspectors on inspection/plan review of CPVC fire sprinkler systems. He has been in this role with the company since 2013 and in his current assignment he covers most of the state of Florida. He has trained contractors and inspectors in California, Nevada, Arizona, North Carolina, Virginia, South Carolina, Tennessee, Georgia and Florida. He has completed over 250 of these training for interested parties throughout the country.

    His goal is to develop strong relationships with contractors, engineers and inspectors and to make himself a valuable resource through education for information related to CPVC fire sprinkler systems.

    This 3-hour class explores the critical role fire departments play in inspecting vacation rentals to ensure fire safety and code compliance, addressing the growing popularity of short-term rentals. Participants will gain an understanding of why these inspections are necessary to protect both guests and property, how to implement an effective inspection process, and the key lessons learned from our initial implementation. The course will cover regulatory requirements, risk mitigation strategies, and best practices for overcoming challenges in establishing inspection protocols. Attendees will walk away equipped with practical insights on creating a safer environment in vacation rentals and improving fire safety standards within their jurisdiction.

    The class has been approved for four (3) hours of CEUs for Fire Code Administrator, and Fire Safety Inspector I&II.

    Presenter Bio: Rodney Kwiatkowski has been with West Manatee Fire Rescue since 2008 and has served as Fire Marshal since 2019. He earned his A.S. Degree in Fire Science from State College of Florida, a B.A. Degree from the University of South Florida, and a Master of Science Degree in Fire Executive Leadership and Public Administration from Columbia Southern University. He holds Chief Fire Officer (CFO) and Fire Marshal (FM) designations through the Center for Public Safety Excellence. Rodney also holds Florida state certifications in Fire Code Administration, Fire and Life Safety Educator, Fire Investigator, Fire Officer III, Fire Safety Inspector III, Instructor III, and Firefighter II.     The Florida State Fire Marshal’s Office is pleased to offer an orientation class introducing the new FireTRAQ computer program, designed to streamline incident reporting, inspection tracking, and data management for fire service professionals across the state. This session will provide a comprehensive overview of FireTRAQ’s features, user interface, and integration capabilities, ensuring attendees are equipped to navigate the system confidently and efficiently. Participants will receive hands-on guidance, learn best practices for data entry and retrieval, and have the opportunity to ask questions directly to program specialists. Whether you're a seasoned fire inspector or new to digital reporting, this orientation will help you make the most of FireTRAQ’s powerful tools. This class will also discuss updates to the system since its initial rollout in 2025.

    Emergency Responder Communication Enhancement Systems for AHJs

    Instructor: Justin Sprague Honeywell

    Upon completing this training, the AHJ will have a fundamental understanding of the In-Building Emergency Responder Communication Enhancement System (ERCES) requirements set forth by the International Fire Code (IFC) and National Fire Protection Association (NFPA) standards. The inspector will learn how to interpret the site survey report and evaluate the pros and cons of various site surveys. They will also gain an understanding of when a system is necessary and when it may not be required. Additionally, the training will cover the basic concepts of Emergency Radio Communication Enhancement Systems, enabling inspectors to identify the major components of a deployed system. Participants will receive a foundational understanding of the review, acceptance, and commissioning requirements and processes as well as the importance of the FCC license holder.

    By the end of the training, they will be equipped to conduct a basic inspection of an installed system.

    Instructors:

    Justin Sprague is a seasoned professional in emergency services and safety, boasting more than 30 years of experience in higher education, local municipalities, and corporate environments.  Currently serving as a Jurisdictional Relations and Code Consultant for Honeywell Fire, he works closely with Authorities Having Jurisdiction (AHJs) to develop comprehensive, code-driven enforcement programs aimed at enhancing community safety through education and collaboration.

    Throughout his distinguished career, he has held various critical roles, including Firefighter/EMT, Fire Marshal, Police Officer, and Life Safety and Security Consultant. He has also held leadership positions, serving as a Fire Captain and Police Sergeant, where he utilized his skills in complex situations as an Incident Commander, Hostage Negotiator, Crisis Intervention Officer, and Fire Investigator. He developed the state of Utah’s first Threat Management System, which facilitates HIPAA-compliant information sharing among healthcare, law enforcement, and higher education officials, ensuring student success and raising awareness of mental health issues in educational settings.

    In addition to frontline emergency response, He has played a vital role in pre-planning, risk analysis, and life safety management for hundreds of special events over the past three decades as well as managing all safety aspects of a large University. My strategic approach to managing communications, traffic, and crowd control within a Unified Command framework has ensured the safety of gatherings ranging from small community events to large-scale productions with over 150,000 attendees.

    SPEARS FlameGuard CPVC Inspector Training - 4 hr.

    Instructor: Kevin Dellinger, Technical Service Representative, Spears Manufacturing

    This program will cover all aspects of CPVC systems for light hazard applications.  We will discuss different procedures for installation based whether they are a 13, 13D or 13R classification.  We will look at proper design, installation, approved products as well as other considerations for plan review and inspections of these systems.  There will be a review at the end of the power point presentation and a hands-on training on assembling CPVC correctly using the proper procedures.  There will all be an open forum for questions and answers throughout the program.

    The class has been approved for four (4) hours of CEUs for Fire Code Administrator, and Fire Safety Inspector I&II.

    Kevin Dellinger

    Kevin Dellinger is a Field Technical Representative for SPEARS Manufacturing the producer of the FlameGuard CPVC. His role is to assist engineers with design, train contractors on proper installation and to train fire inspectors on inspection/plan review of CPVC fire sprinkler systems. He has been in this role with the company since 2013 and in his current assignment he covers most of the state of Florida. He has trained contractors and inspectors in California, Nevada, Arizona, North Carolina, Virginia, South Carolina, Tennessee, Georgia and Florida. He has completed over 250 of these training for interested parties throughout the country.

    His goal is to develop strong relationships with contractors, engineers and inspectors and to make himself a valuable resource through education for information related to CPVC fire sprinkler systems.
